Prison Site Redevelopment Proposal
Loci was engaged by the City of Draper, Utah to create a Conceptual Master Plan which envisions a dense, mixed-use community for an approximately 750-acre site where the Utah State Prison is currently located. The resulting plan shows a broad range of uses across the site. A vertically-mixed use zone is located in the heart of the community and is fed by streets linked to freeway interchanges. A proposed light-rail TRAX alignment connects through the center of the community to planned light-rail lines on the east of Interstate 15 and to the existing Draper FrontRunner commuter rail station to the north. This transit link would help complete an entire transit system loop in the southern half of the Salt Lake Valley. Auto-oriented retail is located near freeway interchanges for easy accessibility. Office and commercial uses are clustered along I-15 for visibility and to buffer residential neighborhoods from freeway noise. Institutional uses are located adjacent to Bangerter Highway for the same reasons. An extensive parks and open space system connects all areas of the community into a walkable/bikable network and connects to the Jordan River Parkway and its recreational amenities on the west. A mix of residential typologies and densities surround the core and provide housing for a range of income levels from work-force to executive.
